Street use and parking in Randaberg

The purpose of 3RW’s study has been to generate relevant written and graphic knowledge to ensure an attractive, climate-friendly development of Randaberg’s town centre. The Norwegian ‘Ministry of Local Government and Modernization’ has allocated funds for the preparation of this strategy on street usage and parking plan; the municipality of Randaberg (the project owner) tasked us with the project’s management, infrastructural mapping and the realization of a series of targeted analysis, strategies and action plans.

The study aims to render the city centre’s existing parking scheme for private cars more efficient, in a manner which reduces obstacles for light road users and frees up space for alternative forms of street use, squares and other outdoor areas. An intrinsic part of the project, participative processes with businesses and nearby farm owners were put in place to warrant local support for our strategies, as well as to ensure that our new parking plan does not negatively affects commercial activities in the city centre. To be sure, street use and car parking are closely linked. 3RW’s strategies are therefore inspired by both forms of urban movement, and are informed by a marked holistic approach. We insisted on the fact that these strategies should offer possibilities to be implemented individually and incrementally, through various elements identified in the action plan. In general, strategies and planning measures which reduce parking and car accessibility are to be followed up by strong, simultaneous strategies and planning measures which increase city life, the amount of meeting places and the overall qualities of urban spaces.
